Leonor Cipriano lawyer presents complaint to UN


Leonor Cipriano's lawyer submitted to the High Commissioner for Human Rights complaint against the Portuguese Government for torture against the mother and uncle of Joana, missing child in 2004 in the village of Figueira, Portimão.





Leonor Cipriano was convicted in March 2006 to 16 years in prison

Marcos Aragão Correia said in a note sent to the media that "at last Tuesday, May 17, followed, via registered mail," the complaint "formal practice of brutal torture against the child's mother and stepfather, Joana Cipriano, Leandro Silva.

The lawyer added that "this is the first time lodged a complaint at the United Nations of its kind against Portugal, while all the earlier cases of other citizens against Portugal for the practice of similar violations were received by the European Court of Human Rights" .
"We believe that this unprecedented case in the United Nations against the Portuguese state will result in a greater internationalism of the case of the disappearance of Joana Cipriano, leading to increased pressure, the Portuguese authorities to reopen the case and finally investigate the case in a scientific way and correct, "he said.
Joana Cipriano disappeared on September 12, 2004 and Leonor Cipriano and her brother and uncle of the girl, John Cipriano, were convicted in March 2006 to 16 years in prison for crimes including murder and concealment of a body.
The case returned to court in 2008, with Joan's mother accused five current and former inspectors of the Judicial Police (PJ), in a case involving crimes of torture, failure to report and document forgery.
The May 22, 2009, the Court of Faro has not determined the authors of assault and acquitted of torture former inspector Paulo Pereira Cristóvão and Marques Leonel Morgado and the agent still active Paulo Marques Bom, but convicted of other crimes Gonçalo Amaral already retired PJ, Nunes and António Cardoso, still in office in PJ.
Acquitted of the crime of omission of denunciation, Gonçalo Amaral appealed to the Value of Evora's condemnation of one and half years for the crime of making false allegations, suspended for the same period.
The inspector António Cardoso, who was sentenced to two years and three months for forgery of document, suspended for the same period, also appealed.
The March 18, 2011, the Court of Appeal in Évora not upheld the appeals of two inspectors from the Judicial Police (PJ) and decided to keep the ruling of first instance.
